November 5, 2019, Pinckney Community Schools will be asking residents
to vote on the annual Headlee Millage Renewal, which allows districts to
levy a maximum of 18 mills from NON-HOMESTEAD properties (second homes
& businesses). Because the Headlee Amendment can be rolled back
(https://www.canr.msu.edu/news/what_is_the_headlee_amendment_and_how_does_it_affect_local_taxes),
which has negatively impacted the revenue PCS is receiving from the
state, we are also asking residents to vote on a 3 mill
increase/restoration (on NON-HOMESTEAD properties) that will allow us to
receive the full 18 mills.

It is important to note that although the ballot must call this an
"increase", in reality, it is simply a restoration of the mills we have
lost due to the rollback and not a true 3 mill increase as many may view
this as. Currently, we only receive 17.8778 mills and having the 3 mill
restoration will allow us to receive the full 18 mills. We may never
need the full 3 mills in the future, however, it provides a buffer in
the instance our Headlee is rolled back even further.

This is definitely not easy to explain, especially when trying to be brief,
but we are trying to get the message out and one way we will be doing
this is by sending out the provided postcard below to all area residents
next week. We also ask that this information be shared on social media
(it is posted on our PCS Facebook Page) and if anyone has any questions,
